David Lillesand, JD, is principal partner of Lillesand, Wolasky & Hitchcock, P.L., with offices in Clearwater and Miami, Florida.  David specializes in special needs planning using the full scope of options available to maintain SSI and Medicaid benefits.  

He has been lead counsel in over 3,500 SSDI and SSI disability hearings, including appeals before US District Courts and the US Court of Appeals for the Eleventh Circuit, and has drafted over 1,200 special needs trusts, ISM contracts, and other techniques to successfully preserve SSI and Medicaid benefits.

He is an author of the 110-page Special Needs Trusts chapter in the Florida Bar-Lexis/Nexus publication, Administration of Trusts in Florida (2024).
